As Director of Operations, Brenda Chapa Peebles plays a pivotal role in the day-to-day success and long-term vision of Shellist Law Firm. With more than 30 years of public service and legal operations experience, Brenda ensures that our attorneys and staff are supported by a seamless, strategic, and client-focused infrastructure, allowing attorneys to stay focused on delivering exceptional legal representation.

Brenda brings a rare combination of leadership, legal insight, and operational precision. She began her professional journey with the Harris County Sheriff’s Office, where she served honorably for over two decades. There, she gained firsthand experience in crisis response, courtroom logistics, and public engagement, providing security for some of Texas’s most high-profile criminal cases. Her work included coordinating with judges, attorneys, and elected officials—experience that now informs her comprehensive understanding of the legal landscape.

After retiring from law enforcement, Brenda transitioned into legal practice support at Shellist Peebles McAlister LLP, where she worked as a legal assistant and investigator. Her contributions spanned trial preparation, Spanish-language witness interviews, investigative research, and litigation strategy development. Her calm demeanor and attention to detail made her an invaluable resource on high-stakes cases.

Between 2020 and 2023, Brenda expanded her leadership reach as Lead Election Trainer for the Harris County Elections Administration. In that role, she developed and led training programs for large groups of election workers, authored key procedural manuals, and provided legal and technical support during active election periods—all with the goal of upholding electoral integrity and compliance with the Texas Election Code.

At Shellist Law Firm, Brenda oversees firm-wide operations, human resources, and internal policy development. She manages staff performance, case intake processes, attorney support systems, and client service protocols. Her focus on efficiency and excellence reflects our firm’s commitment to providing the highest level of advocacy and professionalism.

Brenda is bilingual in English and Spanish, a certified Master Peace Officer, and trained in emergency response and crisis management. She is passionate about mentorship, community involvement, and systems that support both people and purpose.
